Forest Resilience Federal Grants Supervisor

Position Overview: 

The Department of Natural Resources (DNR) has an exciting opportunity within our Forest Resilience Division’s Grants Administration Team. The Forest Resilience Division (FRD) is responsible for the assessment, planning, coordination, implementation, and monitoring of forest health-related activities across all lands that work to restore and sustain ecological functions of Washington’s forested landscapes and support healthy and resilient communities. The Forest Resilience Grants Administration team is a critical element in the delivery of programmatic objectives through the administration, facilitation, and management of state and federally-funded grants and sub-awards.

This position serves as the Forest Resilience Federal Grant Supervisor and reports directly to the Grants Analyst & Administrator within the Forest Resilience Division. Under general direction from the Grants Analyst & Administrator, the Forest Resilience Federal Grant Supervisor uses independent judgment to perform complex federal-state grant analysis, and professional administration at the statewide level, and coordinates and implements the FRD grants process, including applications, awards, reimbursement, modifications, and closeout.

Responsibilities:
  • Perform duties associated with grant administration and compliance with the terms and conditions of federal grants for Forest Resilience including:
    • Ensure compliance with federal rules and regulations through interpretation and communication of requirements to Forest Resilience staff.
    • Providing technical advice and guidance to Forest Resilience staff on all phases of grant management.
    • Manage the application, award, modification, reporting, and close-out processes for federal grants.
    • Advise Forest Resilience staff on the preparation of grant proposals and assist with the identification of funding sources
    • Participate in complex or sensitive negotiations with funding agencies to establish terms and conditions of grant awards.
  • Supervision of the Forest Resilience Federal Grant Coordinator.
  • Manage and review monthly grant reimbursement requests, including coordination with agency finance and Forest Resilience staff to create, review, compile, and submit requests for reimbursement.
  • Manage the federal sub-award processes: application, award, and close-out including monitoring grant activities and accomplishments and ensuring compliance and fulfillment of sub-award timelines and deliverables prior to reimbursement or closing the sub-award
  • Work with Forest Resilience Grants Analyst & Administrator to research and analyze data, provide reports, and identify grant-related issues and concerns; provide solutions for grant procedures; resolve and ensure corrections are appropriately processed in a timely manner by fiscal staff; implement changes and ensure division staff are aware of changes in regulations, policies, and/or procedures.
Required Qualifications: 
  • Bachelor's degree in public administration, business administration, accounting, law, or related field; AND three years of experience in grant and/or contract administration;
    OR an equivalent combination of education and/or experience.

desired qualifications:
  • Master’s Degree in Public Administration, Business Administration, Accounting, Law, or an equivalent degree.
  • Five or more years of experience coordinating or managing federal grants, or applicable experience.
  • Two or more years of experience in negotiating, administering, or terminating government contracts, contract property management, contract cost or price analyses, or contract compliance administration.
  • Ability to function largely independently, making sound decisions in a complex environment. Excellent communication skills – both verbal and written. Strong negotiation, mediation, and collaboration skills. Skills and experience with interagency cooperation and negotiation.
  • One or more years of supervisory experience.
