Position description:

Portland Parks & Recreation Urban Forestry is committed to preserving and enhancing the health of our urban forest, and we are seeking a dedicated professional to join our team as the Project Coordinator for Forest Pest and Pathogens. This position will manage the City's response to current and emerging pest and pathogen threats to Portland’s trees, including leading development and implementation of the City’s Emerald Ash Borer Response Plan and Dutch Elm Disease management program. This position will coordinate planning and response among City workgroups, track and report on program activities and outcomes, and represent the City at the state and regional level. Expertise in entomology, plant pathology, or arboriculture is not necessary for this role. Candidates with experience in public policy, planning, or project management will have relevant skillsets and are encouraged to apply.

  • Coordinate efforts among City workgroups by developing administration systems, processes, and tools to streamline operations and improve efficiency of response.
  • Implement regulatory updates and develop public materials to support pest and pathogen response.
  • Lead the implementation of the Emerald Ash Borer Response Plan and Dutch Elm Disease management program, ensuring the effective and coordinated execution of strategies to minimize impacts.
  • Develop response plans for managing novel tree pest and pathogen threats.
  • Direct seasonal monitoring efforts, conduct program evaluation, and report on outcomes.
  • Serve as a liaison with relevant state and regional entities, fostering collaborative relationships and ensuring the exchange of vital information.
  • Lead educational and outreach initiatives related to tree pests and pathogens, communicating effectively with diverse public audiences, and coordinating efforts with PP&R public relations staff.

required qualifications:

The following minimum qualifications are required for this position:

  1. Experience in public policy development and implementation
  2. Experience managing complex projects, including workplan development, leading staff, documenting processes, and evaluating outcomes  
  3. Experience developing reports for public audiences, including writing, data analysis, and recommendations
  4. Knowledge of urban forest pest and pathogen management principles and best practices
