Position Title: 

Capital Project Manager

 

Position Summary:
This position, located in the River and Floodplain Management Section within the Water and Land Resources Division (WLRD), will involve a combination of planning, management, technical analysis, permit support, contract development, and outreach to the public and other jurisdictions and permitting agencies. Responsibilities include supporting the coordination and project management of the King County Flood Control District’s (District's) work program based on the actions described in the 2013 King County Flood Hazard Management Plan Update and in the 6-year Capital Improvement Project (CIP) plan for the District.
 
The successful candidate will be required to manage and support multiple complex and politically visible capital projects from initiation through implementation and closeout. While this position will report to the basin supervisor, the Capital Project Manager IV (CPM IV) will require close coordination with RFMS and WLRD management and the preparation and delivery of frequent briefings to the District and elected officials from King County and other jurisdictions.
 
The CPM IV will serve as a technical expert in multiple disciplines and support basin-wide programmatic activities including the inspection and maintenance of the County’s inventory of flood protection facilities, participation in the flood warning and flood patrol program, post-construction effective monitoring, large wood management, and coordination with WRIA 8 staff to implement the Chinook Salmon Conservation Plan.

Who is Eligible:
This position is open to all qualified candidates. but first consideration for the career service position will be given to all current King County PROTEC Local 17A bargaining unit employees eligible for a lateral transfer (transferring within the Capital Project Manager IV classification and having passed probation).
 
Telecommuting Requirement
The work associated with this position will be performed predominantly by teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Work Location: Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.
 
Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week, typically 8:00 a.m. to 5:00 p.m. Monday - Friday. Evening and weekend work may occasionally be required.
 
 
Job Duties
  • Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In the Capital Project Manager IV position you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work.
  • Manage complex, multi-disciplinary capital projects addressing sensitive and politically visible issues that require regular coordination with WLRD senior management, the King County Flood Control District, and County elected officials.
  • Apply project management techniques and principles to coordinate multiple technical disciplines across the Division to effectively plan and manage capital projects within the Sammamish and Cedar river basins.
  • Build and maintain relationships with other jurisdictions, governmental agencies, stakeholders, and tribes through effective communication and outreach efforts as needed to plan and implement capital projects.
  • Coordinate technical staff as appropriate to conduct levee conditions assessment and reporting to ensure compliance with WLRD and state and federal requirements.
  • Manage capital and programmatic projects, including contracts, budgets, schedules, and risk and overseeing the work of a highly technical, multi-disciplinary team.
  • Review analytical data, reports and technical documents and prepare and present summary information to technical staff, management, elected officials, and the public.
  • Participate in development of planning and technical products such as evaluations of alternatives for capital projects and program initiatives to support recommendations.
  • Participate in flood warning and emergency response programs and activities, including Flood Warning Center, flood patrols, and post-flood inspections.
  • Conduct research and analyses to develop policies, strategies, issue papers and recommendations in collaboration with regional partners and stakeholders.

Minimum Qualifications:
Bachelor's degree in environmental science, natural resource management, urban/regional planning, communications, public administration, or any combination of education and experience that clearly demonstrates the ability and skill to perform the scope of job duties of the position.
At least six years of increasingly responsible program and project management work experience that provides the skills to perform the primary job duties of this position.
PMP certification or equivalent project management certification, or ability to become certified in one year.
Demonstrated Knowledge and Experience:
Building and leading multidisciplinary project teams to develop and analyze capital project alternatives and formulate viable and cost-effective recommendations for management.
Successfully coordinating with the U.S. Army Corps of Engineers, state agencies, and Tribes to obtain the required permits for habitat restoration, flood protection, stormwater, or related capital projects.
Microsoft Teams, Word, Excel, PowerPoint and scheduling software such as MS Project or Primavera.
 
 
Desirable Experience, Knowledge, and Skills:
Implementing habitat restoration, flood protection, stormwater, or related capital projects in the Sammamish and Cedar river basins.
U.S. Army Corps of Engineers regulatory program, including Sections 404 and 408 and the process of consultation with NMFS and USFWS to satisfy ESA requirements.
U.S. Army Corps of Engineers Rehabilitation and Inspection Program (RIP).
Community participation in the National Flood Insurance Program (NFIP) and adoption of FEMA floodplain mapping requirements.
Application of the Endangered Species Act to salmon habitat recovery planning efforts in the Pacific Northwest.
Analyzing complex data sets and visualizing results using ArcGIS Pro.
Necessary Special Requirements: A valid Washington State Driver's License and the ability to travel throughout King County in a timely manner, or the ability to obtain a Washington State Driver's License within 30 days of employment.
 
Physical Requirements:
This position requires the ability to conduct occasional physical site inspections and evaluations There is an intermittent need to walk on uneven terrain, for limited periods of time. Field conditions include brushy, forested environments
river, stream and wetland corridors
and slippery, uneven surfaces and dynamic conditions in the outdoors.
 
Work Environment:
Heavy workloads, deadline pressure and interruptions due to changing priorities are not uncommon. Work is performed in an office environment, with occasional time spent performing field site inspections. Participation in flood warning and emergency response programs and activities typically involve work in excess of 12 hours per day and during all hours of the day that may include evenings, weekends and holidays.
